EMERGENCY PROCEDURES
LOCKDOWN
In the event of a "Lockdown" order by the SJR State Administration, the following immediate steps shall be taken:
- Immediately stop class or business and get students inside the classroom.
- Lock the doors.
- Calmly advise students of the "Lockdown" order and to follow instructions.
- Sit students on the floor, against a wall, not visible from the classroom doors or windows.
- Close the blinds.
- Shut off the lights.
- Silence phones and other devices, be quiet.
- Do not open the door until an "All Clear" is given by administration or by police/security.
SHELTER IN PLACE
In the event of a "Shelter In Place" order by the SJR State Administration, the following immediate steps shall be taken: (A "Shelter In Place" order is usually a weather-related issue.)
- Immediately stop class or business and get students inside the classroom.
- Calmly advise students of the "Shelter In Place" order.
- After accounting for all students in attendance, faculty will lead students in an orderly manner to inner perimeter rooms, offices, bathrooms or hallway that affords additional protection from extreme weather, winds, flying glass or debris. If you are already in a room that is safe, stay there.
- Advise students and any other personnel in their charge to move away from any exterior windows. Stay in place until an "All Clear" is given by administration or by police/security.
EVACUATION
In the event of an "Evacuation" order by the SJR State Administration, the following immediate steps shall be taken:
- Immediately stop class or business and advise students and any other personnel in their charge of the "Evacuation Order. Advise students to calmly and quietly proceed to designated exits without running or shouting.
- Depending on the threat or emergency situation, students should be instructed to evacuate at least 300 feet from the building.
- Do not block or gather in parking lots. Emergency vehicles will need those areas. Stay in place until an "All Clear" is given by administration or by police/security.
ALL CLEAR
In the event of an "All Clear" order by the SJR State Administration, the following immediate steps shall be taken:
- Faculty shall advise students and any other personnel in their charge of the current "All Clear" status ordered by the SJR State Administration. Doors should be unlocked and normal operating procedures should be implemented unless otherwise directed by administration or by police/security.
Procedures for Handling Bomb Threats
- Anyone receiving a bomb threat should immediately report the incident to the College administration, Campus Director, or Campus Safety and Security.
- Based on an evaluation of the received bomb threat and consultation with internal and external resources, a determination will be made whether to:
a. Search any or all parts of the campus.
b. Allow the staff/faculty and students to remain in place while any search is being conducted.
c. Order an “evacuation” of the affected area or campus during the search. - In the event an "evacuation" is warranted, all staff/faculty and students will be notified via SJR State emergency notification protocol including voice evac speakers, emergency enunciator speaker boxes, emergency telephone phone tree and computer based emergency message software.
- All faculty/staff and students should move at least 300 feet from the building without blocking the parking lots.
- Search teams will be designated and assigned the task of searching the designated areas or campus. If available, a senior staff member with knowledge about the area to be searched and a member of Safety and Security or law enforcement will be assigned to each building to help coordinate the search effort.
- Under no circumstances will anyone (other than designated search teams) be permitted to re-enter the buildings until the "All Clear" is given by College administration, Campus Safety and Security or local law enforcement.
Procedures for Fire Emergencies
- Evacuation diagrams are located in all classrooms and office suites.
- If you discover fire or smoke, activate the nearest building fire alarms as you exit the building.
- Follow the instructions in your evacuation diagram and evacuate the building.
- If safe to do so, alert others as you evacuate.
- If time permits, close doors as you evacuate.
- When safe to do so, report the fire by calling 911.
- When safe to do so, call Campus Safety and Security.
- An "Evacuation" message will be initiated using the College emergency notification system including emergency voice evac speakers, emergency voice enunciator boxes, emergency contact telephone tree and emergency computer alert software program.
- Extinguish small fires only if a fire extinguisher is readily available and fire is not an imminent threat to your safety.
- Evacuate at least 300 feet from the building. Do not gather or block the parking lots. Parking lots will be needed by emergency response vehicles.
- Once evacuated, do not attempt to re-enter the building for any reason until the "All Clear" has been given.
- Faculty, staff and students will be notified of the "All Clear" by College administration, Campus Safety and Security, law enforcement or other public safety officials. Only then is it safe to re-enter the buildings, classrooms and work areas.
- Information relating to campus damage, canceling or rescheduling of classes or closing of departments will be provided via the College web site, social media and emergency computer notification software.
Procedures for Accidents Involving Hazardous Materials
For minor accidents or incidents involving hazardous materials, blood, bodily fluids or biohazards, immediately contact a member of the Facilities Department or Campus Safety and Security for appropriate handling and cleanup.
In the event of a significant hazard or injury affiliated with the hazardous material spill, immediately dial 911 and Campus Safety and Security with specific location of the hazardous material spill and number of injured persons. If known, also identify the source of the spill.
In the event that an Evacuation is necessary, faculty, staff and students will also be notified to “Evacuate” the building using SJR State Emergency Notification System including voice evac speakers, emergency enunciator speaker boxes, emergency telephone phone tree and computer based emergency message software.
Once evacuated, no faculty, staff or student shall re-enter the building until the "All Clear" is given by College administration, Campus Safety and Security or local emergency management official.
If needed, a "Triage" area will be designated by Campus Safety and Security for sick/injured persons awaiting treatment and/or transport by medical response agencies.
SJR State Safety and Security will cooperate and defer any hazardous material decisions to responding local, state and federal specialized hazardous material experts.
Procedures for Hurricanes and Disasters
- Purpose
The purpose of this plan is to set forth preparation procedures, designate responsibilities, and outline courses of action to be followed in response to a potential hurricane landfall in the district area.
The responsibility to assist students and protect College facilities rests with the administration and staff. St. Johns River State College's hurricane planning and preparation must be sufficiently flexible to serve two possible courses of action. Based upon a storm's intensity and the predicted point of landfall, it must be decided whether students will continue with classes or an evacuation or closing will be ordered. The decision to evacuate or close will be made by the College President with assistance from the SJR State Crisis Management Team. - Definitions
Certain terminology related to hurricane reporting must be defined in order to understand the provisions of this plan. - Phases of Warning - Hurricane Watch - an announcement that a hurricane poses a possible threat to specified coastal areas, generally within thirty-six (36) hours. Hurricane Warning - an announcement that a hurricane is expected within coastal areas within twenty-four (24) hours or less.
- Categories
Based on their intensity, hurricanes are categorized on a scale from one to five as follows:
Category One - Winds of 74-95 mph
Category Two - Winds of 96-110 mph
Category Three - Winds of 111-130 mph
Category Four - Winds of 131-155 mph
Category Five - Winds of 155+ mph - Evacuation Order
A. All faculty and students shall take their personal belongings then proceed to the nearest evacuation route(s)
B. If faculty or students are not in their regular work areas, they will evacuate immediately using the nearest exit or in the same manner as the group they are with.
C. Walk in an orderly manner and quietly proceed to a safe area. REMAIN CALM.
D. Persons responsible for buildings, classrooms or laboratories shall ensure that all handicapped persons have been assisted during the "Evacuation" response.
E. Faculty and staff are reminded to get at least 300 feet away from all buildings. Do not gather in or block the parking lots. Those areas will be needed for emergency responders.
F. Once evacuated, do not attempt to re-enter the building for any reason until the "All Clear" has been given.
G. Faculty, staff and students will be notified of the "All Clear" by College administration, Campus Safety and Security, law enforcement or other public safety officials. Only then is it safe to re-enter the buildings, classrooms and work areas. - Shelter In Place
A. Immediately get students inside the classroom.
B. Check hallways for other students/staff and get them inside also.
C. Calmly communicate that a "Shelter In Place" order has been ordered and REMAIN CALM.
D. After accounting for all students in attendance, faculty will lead students in an orderly manner to inner perimeter rooms, offices, bathrooms or hallway that affords additional protection from extreme weather, winds, flying glass or debris. If you are already in a room that is safe, stay there.
E. Persons responsible for buildings, classrooms or laboratories shall ensure that all handicapped persons have been assisted during the "Shelter In Place" response.
F. Faculty/staff and students should continue to "Shelter In Place" until the "All Clear" has been given.
G. Faculty, staff and students will be notified of the "All Clear" by College administration, Campus Safety and Security, law enforcement or other public safety officials. Faculty, staff and students should be mindful of dangerous debris and fallen power lines when exiting all buildings. - Crisis Management Team
The execution and direction of the Hurricane Plan will be the responsibility of the SJR State Crisis Management Team. The team will be activated by order of the President. However, much of the team members' preparation responsibilities must be accomplished prior to hurricane season.

Procedure for Illnesses or Injuries of Students and Visitors
- The College employee in charge of any activity in which the illness or injury occurs, or is present and aware of the matter, should call 911 if necessary in the case of serious illness or injury, notify Security immediately, or, depending on the circumstances, call 911 and notify Security immediately.
- In the event of illness or injury to students or visitors that requires immediate attention, the Security Officer on duty should be notified immediately. Information reported should include: location of injury/illness, exact nature of the injury/illness, time of the injury/illness, severity of the injury/illness, and physical condition of the student or visitor.
- Once Security has been notified, the employee must notify the Human Resources Office of the injury/illness of the student or visitor.
- College employees should not administer first aid services unless properly trained and certified. Only obvious steps such as applying a compress or bandage, covering the person, or calming and comforting the student or visitor should be provided.
- Employees are responsible for ensuring that all necessary information needed for reporting purposes is provided to the Security Office. The Security Office will forward required incident reports to the Human Resources Office once the investigation and related paperwork is complete or no later than 24 hours following the incident. Human Resources will report and maintain Worker's Compensation and incident reports as required by state guidelines. Except as provided by state law, the College assumes no liability for injury, illness or related bills.
Procedure for Illnesses or Injuries of Employees

- Once Security has been notified, the employee, coworker, or supervisor must notify the Human Resources Office of the injury/illness of the employee.
- College employees should not administer first aid services unless properly trained and certified. Only obvious steps such as applying a compress or bandage, covering the person, or calming and comforting the employee should be provided.
- Employees seeking medical attention must, if possible, complete a First Report of Injury and obtain a Medical Referral form from Human Resources. The Human Resources Office will refer the employee to a Worker's Compensation Medical Provider. The employee is responsible for forwarding copies of physician reports relating to the injury/illness to the Human Resources Office and to the employee's supervisor.
- Supervisors are responsible for ensuring that all necessary information needed for reporting purposes is provided to the Security Office. The Security Office will forward required incident reports to the Human Resources Office once the investigation and related paperwork is complete or no later than 24 hours following the incident. Human Resources will report and maintain Worker's Compensation and incident reports as required by state guidelines. Except as provided by state law, the College assumes no liability for injury, illness or related bills.
