SJR State District Board of Trustees meeting May 22

PALATKA, FL (May 8, 2023) – The St. Johns River State College District Board of Trustees will hold its regularly scheduled meeting on Monday, May 22, 2023, at 3:30 p.m. in the in the Viking Center multipurpose room (V0112) on the St. Augustine Campus, 2990 College Drive, St. Augustine, Florida.

In addition to the regular agenda, which may include, but is not limited to, business affairs, personnel matters, facilities items and academic and student affairs, the District Board of Trustees will also consider changes in various laboratory and course fees and third attempt fees. Prior to the regular monthly meeting, a Board Budget Workshop will be held at 2:30 p.m. in the same location as the board meeting.

Florida Statute 1009.285 states “a student enrolled in the same undergraduate college-credit course more than twice shall pay tuition at 100 percent of the full cost of instruction.” The full cost of instruction is calculated by using the Florida College System average per credit hour cost based upon the annual cost analysis reports submitted by all 28 colleges in the system.

Florida Statute 1009.23(12)(a) grants authority to Florida College System institutional boards of trustees to establish fees within a range allowed by state statute. These fees “shall not exceed the cost of services provided and shall only be charged to persons receiving the service.” To comply with this legislation, SJR State created a specific institutional policy and procedure that governs the creation, review and adjustment of fees.

The proposed fees on the attached document are a result of the analysis of the anticipated enrollment and the annual expenditures for the course(s). The analysis of these expenditures includes a percentage allocation to the shared courses so that students are only obligated for the cost associated with their specific course(s). Fee adjustments typically occur due to revisions to curriculum and course(s) and/or changes in the cost of expenditures. All laboratory and course fees are used to purchase items that are specifically related to the student learning outcomes and objectives of the course(s).

Proposed fees, which include fee increases, decreases and new fees related to new course offerings, will be considered for the courses on the attached fee document beginning in the 2023-2024 academic year:
